VAFP Action Needed on Park System Operations Budget January 29, 2007
To all VAFP members:
To our great surprise, the Governor, even after publicly
speaking about his support for the Park System, provided no money to
increase the budget for State Park System Operations.
Thus, we sought legislative sponsors to amend the
Governor's budget by adding both dollars and positions for Park System
operations. Delegate Harvey Morgan agreed to patron a House amendment
for us that adds $3.9 million and 38 positions. And, Senator Emmett
Hanger agreed to patron a corresponding amendment for us in the Senate.
Subsequently, retired Delegate Jim Dillard, an active
VAFP member, convinced Delegate Bob Hull to patron another amendment for
us in the House. Delegate Hull's amendment adds $11 million and 127
positions. I'm sure that you recognize these two totals. We cite them in
the VAFP Talking Points and the Rebenchmarking Paper as being the totals
needed to bring the Park System's operations budget to the level needed
to begin 2007.
We now need you to send an email or call the respective
members of the House and Senate Subcommittees who will be voting on
these budget amendments. Please try to make your contacts by next
Thursday (2/1), if possible. Messages signed by Presidents of Friends
Groups are particularly effective as is the overall volume of messages
received.

Support for $15 Million for Capital Outlays - House January 29, 2007
To all VAFP members:
In his budget, the Governor provided $15 million for
capital outlays to address cost overruns for 2002 general obligation
bond referendum projects in certain parks. VAFP has already hit the
"action" button on the Senate side regarding this amount.
Let me offer a sincere "Thank You"
to those of you who responded to that alert with emails and phone
calls. I think that your inputs have helped us "dodge the Senate
bullet".
Now, we need to focus on the House side. The House
Capital Outlay Subcommittee member contact info follows. Please
either use the same message that you sent to the Senate Subcommittee
a week or so ago or create a new message. The central thought is to
ask them to ....please support the $15
million capital outlays provided in the Governor's budget for the
State Park System.....

Support for $15 Million for Capital Outlays - Senate
January 18, 2007 To all VAFP members,
The General Assembly Session is ending its first full week. I'll give
you a complete status report on where we stand sometime next week.
But, we need you to make some contacts now. The Senate Finance Capital
Outlay/Special Projects Subcommittee has asked DCR to brief the
Subcommittee tomorrow afternoon on specifics addressed by the $15
million for "Capital Outlays in the State Park System" as included in
Governor Kaine's budget.
The first step required for this money to survive and remain targeted to
the State Park System is for the Subcommittee to report favorably to the
full Senate Finance Committee. Thus, we need your help in contacting the
Subcommittee members and urging them to please support the $15
million State Park System Capital Outlays as included in Governor
Kaine's budget.
