On Friday,
November 7, 2003, the Virginia Association For
Parks presented its first-ever Legislator of
the Year Award to Delegate James H. Dillard, II
(R-Fairfax) at the dinner segment of the fall
conference meeting held in Fredericksburg,
Virginia.
Over the years,
Delegate Dillard has been an ardent supporter of
Virginia's state parks. Among other
accomplishments, he was instrumental in getting
the 2002 State Park General Obligation Bond
Referendum approved by the General Assembly and
on last November's ballot. This spring, he
introduced and successfully managed an amendment
in the General Assembly to restore almost $1.5
million of the budget cuts imposed on the State
Park System
In presenting the
award, Johnny Finch, VAFP President, told
Delegate Dillard:
"We want you to
know that VAFP stands ready and willing to help
you deal with the Park System's budget woes in
any way that we can. We really appreciate what
you've done and we want to make others more
aware of your efforts on behalf of the State
Park System.
We've decided that
the best way to do that is to present you with
an award tonight. This is the first VAFP
Legislator of the Year award and that makes it
very special to us. And it's equally special to
us that you are the first recipient."
The award (a jade
acrylic tablet set in a piano-finished base with
rosewood and black stain and gold metal accents)
